EN17353 was approved by CEN on 5 July 2020 for protective clothing – Enhanced visibility equipment for medium-risk situations. It will fully replace EN13356 and EN1150 in June 2023. The EN17353 has 3 different types: Type A for daylight, Type B for dark conditions, and Type C for daylight, twilight, and dark conditions.
But what is EN 17353 Type B3? here is the answer:

1, EN 17353 Type B3 is for the reflective equipment used at night time (dark conditions)

2, Minimum required areas of reflective material in m2 for EN 17353 Type B3: for kids less than 140cm needs 0.06m2 and for adult needs more than 140cm needs 0.08m2

3, Minimum Coefficient of Retroreflection: same testing as EN ISO 20471

These are the key points for the EN 17353 Type B3. when you design reflective products with this standard. you need to focus on the above term.
There is one thing you need to care about is the printing on the reflectors.  please note the printing area is not calculated as a part for the “Minimum required areas”, because the ink will cover the reflective material, it will not have retroreflection.  below are the 2 solutions for your reference.
1,  have more reflective material if you need to print the logos on the surface of the reflective material.
2, for the reflectors made of reflective vinyl, you can print the 2nd layer which is on the white PVC.  see the below photo for the reflective slap wrap printing. the left and right sides are the printing under the reflective vinyl.

the retroreflection testing is also important for the EN 17353 type b3, it requests high-level reflective material. see below for the Minimum Coefficient of Retroreflection R for separate performance retroreflective material for Type B2, B3 and AB equipment

Conclusion: EN 17353 Type B3 reflective products are used for nighttime and the material should have enough area and high reflection.
